Purpose
Define how the program will know whether delivery changed the outcome it claimed during Assess.
How to use it
- Name leading and lagging indicators for the goal.
- Set thresholds, sources, owners, and review cadence.
- Carry the plan into Generate and Embed so benefits are verified with evidence.
Example
Track queue age weekly during rollout, cycle time monthly after launch, and exception rework during the first two benefit reviews.
Owner
The program lead owns the plan with finance, analytics, operations, and the business sponsor.
